EBB has its headquarters in Brussels with an international staff. It’s members represent a wide scope of the EU member states and covering 85% of all EU biodiesel producers.
EBB’s mission is:
- To promote the use of biodiesel in the European Union
- To gather EU biodiesel producers in order to project solidarity of the industry
- To represent the interest of our members to EU institutions and other international organisations, and take precise position and lobbying action on their behalf
- To promote scientific, technological, economic, legal and research activities
- To collect, analyse and disseminate information
- To study problems confronted by the biodiesel industry and suggest solutions at economic, political, institutional, and technical levels
In terms of activities, EBB has participated in, and co-ordinated numerous projects to fruition including consulting, drafting and assisting the development and review of the Directive 30/2003 EC on the promotion of biofuels. Our role as a go-between helps to bridge the gap between Member States governments and the European Commission in terms of understanding and transcribing directives to the national level. EBB has a critical mediating and consulting role to national governments and the European Commission concerning biodiesel issues and biofuels in general.
On the technical side, EBB has also initiated and co-ordinated many studies including partnering with ISPRA for the study of a Life Cycle Analysis of biodiesel. Other technical aspects include the co-ordination and dissemination of information concerning the following: quality control, emissions, and REACH.
In addition, our activities also include the support and contribution to workshops, open-day activities, conference and seminar sessions in forms of publication and presentations. These activities extend European Union and worldwide.
Speaker Profile
Mr Garofalo was appointed Secretary General of the European Biodiesel Board (EBB) in May 2002.
Previously he worked for four years within FEDIOL, the European Federation of Vegetable Oils Producers, dealing among others, with non-food uses of vegetable oils, which include bio-lubricants, bio-solvents and of course, biodiesel.
In 1998 he worked temporarily in the European Commission (DG Agriculture) as well as within the Research Directorate of the European Parliament.
After graduating with distinction in Politics in the International Politics Department of the Institut d’Etudes Politiques (Sciences-Po), in Paris, in 1997, he was admitted as a foreign student at the French Ecole Nationale d’Administration (ENA).
He obtained a Master’s Degree on European Administrative Studies at the College of Europe in Bruges in 1998.
